The seller has enable the return label feature in their account so that the Return Shipping Label option will appear in the transaction details on your end for which you end up paying for the return label anyway.
Then you can get reimbursement from PayPal:

You can ask seller to enable Return Shipping labels:
(For personal accounts)
1. Go to Settings (cog icon).
2. Click Seller Tools.
3. Next to Shipping Preferences, click Create.
4. Next to Return Shipping Label, click Manage.
5. Tick the Display Return Shipping Label link on the buyer's transaction details page box.
6. Click Save.
(For business accounts)
1. Go to Account Settings.
2. Scroll down and click Shipping.
3. Next to Shipping Preferences, click Update.
4. Next to Return Shipping Label, click Manage.
5. Tick the Display Return Shipping Label link on the buyer's transaction details page box.
6. Click Save.
Or ask seller for their return address and use PayPal.com/shipnow to pay for postage label then you get your return shipping costs reimbursed from PayPal, see above link to register your account for the program.
