You would never be able to accept payments on a U.S account if you are not in the U.S.
So if the payment is not claimed it should go back to the sender at 30 days post paying, then you can ask them to pay you again using another paypal account set up in the correct country. If you close the U.S one first (if its not limited) then you may be able to re-use the email address.
