How do I report sellers who distribute hacks?

I literaly have sent emails to paypal but they havent responded
I tried this 2 times more than 3 days ago and 6 days: https://www.paypal.com/bt/smarthelp/contact-us?email=privacy 
What can I do to stop them from destroying games by selling hacks?
