Can merchant's require buyers to pay the goods and services fee?

I recently had a seller tell me that on top of the $25 for the item I wanted to buy, I needed to pay the goods and services fee that would be taken out of that money on their end. Are they allowed to require that? It doesn't sound right to me. If it's against the paypal policy, where can I read about it?

You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the sale of goods or services as long as the handling fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions.
