Can i have my mom's Paypal linked to my bank account while i'm 16

I'm 16 but I'm going to create a bank account but I heard that I can have problems with paypal since i'm not 18 so can I have my mom create an account and still link my bank to my mom's account.

You can't have or use a paypal account as a minor.

Also the name on the bank account has to exactly match the name on the paypal account.
