Anyone understand why PayPal is incentivizing merchants to not want to accept PayPal?

Have you seen the new fee structure for the U.S.? It is hard enough to get people to accept PayPal and now they're greatly increasing the fees. Before, I could argue that the fees were about the same as accepting credit cards. That won't be true anymore.
I often have to offer to cover the fees to get people to accept it now. These higher fees could result in places I regularly shop deciding to stop accepting PayPal. Does anyone have a theory on why they would want to incentivize merchants to stop accepting PayPal?
