40% charged as FEE amount for $1 Transaction

Hello, I'm from India, today a friend from the USA sent me $1 via this link (<Removed>) which I gave him. I'm a freelancer (Blogger).
But I'm shocked to see that I received only $0.60 and $0.40 charged as the FEE amount. Why was such a huge percent - 40% charged? I heard that paypal charges around 4% only as FEE/commission for transactions generally

Fee is a % + a fixed fee amount, so if its a very small payment then the fee will seem very large due to the fixed fee amount.
PayPal international transaction fee
The PayPal international transaction fee is put on payments and transactions received from outside India. This is a flat percentage free plus a fixed fee depending on where the money is coming from.
You can expect the** international transaction fee to be 4.40% + the fixed fee**. Here are a few examples of the fixed fee for more popular routes to India²:
