Brand new access card not woking

I got a brand new paypal access card back in february, got funds in my account yesterday and tried using my card for the first time and it got declined. Even when swiping the card i'm getting an error.

 

I activated the card already, and when I goto account manager it says I have funds and my card is active. I have no refunds or anything on my account but my card still does not work.

 

Tried calling customer services but they are closed until tuesday due to the bank holiday. Anyonehaving this issue or know how to solve it?
