billing agreement working in sandbox not in live

Hi,

I have paypal old integration using merchant api.

we have billing agreement using set express checkout

for sandbox environment works ok

the user gets the billing agreement page and the api call returns the billing agreement id

but when we switched to live this is not working and we are missing the billing agreement page on checkout and also the billing agreement id is null

Any help will be appreciated.
