This is the most annoying email message that I get from any company or person. When I try to follow the steps listed, the instructions do not correspond to what I see on my screen. I have been getting this email now for almost 2 years, it is soo annoying! I have contacted PayPal several times already but, repeatedly, they keep sending the instructions that, when I try to follow them, do not correspond to what I see on the screen. On the other hand, PayPal also has said that such email ("Your API certificate needs renewal") is not applicable to my account but, for some reason, they keep sending it every month. I have wasted so much time on this stupidity that it makes me angry!
