Encountered error above when testing my new website.

Below is what i have done,

-Link and verified bank account.

-Sandbox (successful) 

-API credentials checked

-Block non-encrypted website payments [Off] 

Tried to call in but local call center is closed due to Covid-19.

Would greatly appreciate it if anyone could shed some light on this issue.

I request to please try clearing the web browser cache/cookies and process a test payment using a card which is not linked to your PayPal account.

When testing website, Merchants shouldn't pass/enter card details which are linked to PayPal account. during testing website.

I have tried before what you mentioned. Clearing the web browser cache/cookies and using a card from my family member as papal does not accept the card of website creator. Still dose not solve the issue.
