Use of NVP/SOAP APIs within payment standards.

Hi,

Is it possible to use of NVP/SOAP APIs within payment standards account?
I'm trying to use method "ManageRecurringPaymentsProfileStatus" to suspend subscription and getting 10002 ERROR with message "You don't have permission to make this API call".
