I have been following the guides to integrate paypal with WHMCS but I am receiving the following error message. can someone please advise me if there is a setting that needs to be enabled for this to work.
L_LONGMESSAGE0 => This transaction cannot be processed. The merchant's account is not able to process transactions.

Could you please confirm if your facing issue with API Error code - 10548 ?
If yes, 10548 error usually occurs in Sandbox environment, due to the Sandbox PayPal PRO account setup issue.
Errorcode : 10548
Shortmessage : "Invalid Configuration"
Longmessage : "This transaction cannot be processed. The merchant's account is not able to process transactions."

Here's how to enable PayPal Payments Pro on a Sandbox test account:
Once your sandbox business account is upgraded to PRO, you should be able to integrate and perform DoDirectPayment API calls.
If your facing this error 10548 in LIVE production, I request to please contact our PayPal Customer service via link - https://www.paypal.com/uk/smarthelp/contact-us (then choose at the bottom one of the contact methods - email or phone) who should be able to help you regarding your LIVE PayPal account PRO setup query.
They will be able to assist you further as they are specially trained to address this type of account inquiry.
