The merchant's account is not able to process transactions - since switching to Live API Credentials

Hi. We've configured our shopping cart application (WebAssist's eCart) with the Live API Username, API Password and API Signature which PayPal support provided us with today however when running a test transaction in the live environment we're getting the error:
"Failurec4abd76f98960Invalid ConfigurationThis transaction cannot be processed. The merchant's account is not able to process transactions.10548Error60.05381655465.00"
We had been, previously, testing using Sandbox credentials with a different PayPal account and we're wondering if the Live account that we're using isn't set up to accept/process direct payment transactions.
Questions....
1) How do we establish if our account is set up to accept/process direct payment transactions
2) If it's not, how do we set that up? (what kind of account do we need in order to accept payments?)
Pretty desperate here are our site is live but we are unable to accept payments.
