Shipping name shows code instead of label

Hi.

I work with Magento system. Trying to make a checkout using paypal express. Here is part of request I sent to API:

[L_SHIPPINGOPTIONISDEFAULT1] => false
[L_SHIPPINGOPTIONAMOUNT1] => 19.00
[L_SHIPPINGOPTIONNAME1] => flatrateextend_SAVER
[L_SHIPPINGOPTIONLABEL1] => flatrateextend - Express
[L_TAXAMT1] => 

But on Select a shipping method window I can see that NAME is used instead of LABEL.

I checked docs and found that LABEL should be shown to buyer.

How can I adjust it so Label is shown?
