Registration form on my site is telling EVERYONE who registers that they are declined due to Risk Model error decline. My research suggest that this is an issue with the client merchant (Paypal) or the customer's bank and to suggest to the customer to use another credit card. Since this happens no matter who tries to register and on any card, it must be an issue with Paypal and/or the API credentials supplied. Please advise.
