Problem with 'PAYMENTREQUEST_0_SHIPTOSTATE' numeric value instead of string

Hello,
from some days using the Express Checkout in the response of the "GetExpressCheckoutDetails" call I'm receiving a numeric value in the field
PAYMENTREQUEST_0_SHIPTOSTATE
instead of the string value,
for example:
before was "[PAYMENTREQUEST_0_SHIPTOSTATE] => MI"
and now is "[PAYMENTREQUEST_0_SHIPTOSTATE] => 1667"
how it that possible?
Is that a miscunfiguration of the seller account or a change in the API of PayPal?
This is very urgent because I cannot recognize the numeric value that is creating a mismatch in my system, and so I cannot receive payments.
