That error seems to show that you are not enabled for reference transactions but you're attempting to run them (or billing agreements) on your account. You'll need to go through the following steps to request the support team to enable your account for Reference Transactions:
• Log in to your account at www.paypal.com.
• Click Help at the top of the page.
• Click Help Center at the bottom of the page.
• Scroll to the bottom and click "Contact Us"
• Choose “Message Us” at the bottom.
From there, just let them know you'd like to have that enabled.
