Need to turn on PayPal Account Optional

I am using PayPal Express checkout (SOAPS) for subscriptions.

How do I turn on PayPal Account Optional so that my customers see credit card payment options.

Currently, when purchasing the customer sees ONLY the PayPal Account login option - nothing else.
