NO_API_ACCESS_TO_RECEIVER error for no apparent reason

Our site uses PayPals automatic refund API whenever we need to refund someone who has bought an item from a vendor that suddenly became sold out. 

 

This was working for the past 3 years and since then we did not update the code that handles this, however within the past 2 days we've been getting an "NO_API_ACCESS_TO_RECEIVER" every time we try to refund on the vendors behalf.

 

We do make the vendor give us API permission to refund on their behalf and periodically check if its valid. However since the past 2 days even with refund permissions we get the error "NO_API_ACCESS_TO_RECEIVER" when we try to refund a customer.

 

Is this a problem on PayPal's end or is something else going on here.
