Merchant using Paypal Japan Business Account, Paypal is not redirecting back

We are Paypal US account, implementing payment as a third party ( billing agreement) on our site. One of our customer who is from Japan is facing an issue when we redirect him to Paypal to check "Billing agreement permissions" we use below URL:
paypal.com/webapps/merchantboarding/webflow/externalpartnerflow?merchantId=*********&partnerId=************&countryCode=US&displayMode=regular&productIntentID=addipmt&integrationType=T&showPermissions=TRUE&returnToPartnerUrl=******&permissionNeeded=EXPRESS_CHECKOUT,TRANSACTION_DETAILS,REFERENCE_TRANSACTION,AUTH_CAPTURE,REFUND,ACCOUNT_BALANCE,ACCESS_BASIC_PERSONAL_DATA,BILLING_AGREEMENT&rndnmb=1503936510

But paypal doesn't send any information back to us.
We tried below URL (without countryCode). this also seems to be not working.
