IPN messages for users with accounts versus users with no accounts

I am able to get IPN messages from users with accounts, but for some reason we do not get them if the user pays via credit card and not logging into an account. This seemed to work on the sandbox, but not when we went live. Is this some configuration somewhere? Am I missing something?
