Getting Invalid exceed pair 0 error frequently

Hi Team
I am using SOAP API. I'm calling DoExpressCheckoutPayment. Users are reporting that they are getting Invalid exceed pair 0 error very frequently.

What is the reason for this and how can I fix this????
