Generating API for my portal integration on managinh payments

I have been constantly trying with multiple attempts. The fail occurs every time when I respond to the code confirmation call. It does not accept and closes the call ultimately refusing next entry with a message on identification. I may be mistaken in deciphering the voice but presuming it want the code returned by PayPal in the system, I enter it every time. I am pretty sure on the correctness of the code. Once locked, it takes 72 hours to re-open it.

 

Can anyone help please?
