Customer not getting a responsive experience

We are using Adaptive Payments and after the initial API call, the customer is redirected to the standard PayPal site to log in and pay. In testing, the customer does not get a responsive experience if using a mobile device, they just see the standard site, albeit at a smaller scale, which can be difficult to use.
Is this the expected behaviour - is there a setting we can use to change this behaviour?
As a supplementary question is there a way that the user can use the app if it is installed on their phone?
