Can my business account to become an agent to collect money?

Hi!

We are developing an app where people can donate money to each other.

1. We plan to receive money using Apple pay (only USA). Can we do this?

2. After receiving the money, we need to pay them in bulk to recipients on Bank cards or paypal. Can we do this using the API Paypal? 

3. Will there be many questions from Paypal?

4. Does it matter which Bank the account will be opened in?
