Auto charge customer (not subscription)

Hi,
I want my customer to be able to set up 'auto charge fund' on my website. They would setup the threshold and how much they want to be charged. If their balance on my website is below the threshold, my system would call PayPal and charge the money (the amount to be charged). Then, the charged amount would then be added to their wallet on my website.
I found that this API looks promising https://developer.paypal.com/docs/classic/express-checkout/ec-set-up-reference-transactions/#set-up-... but it's in SOAP and deprecated.
My question is, does PayPal has the kind of same API in RESTFUL (not the SOAP one)? I can't find one so I need to ask you guys here.
