Add app in paypal developer portal

I have a sandbox account i want to set my on live. but it doesn't work. I tried to create an app with my paypal account but my sandbox account is not recognized however i created it. the message appears is : "If you require an AppID for development and testing purposes, please use our sandbox environment: https://www.sandbox.paypal.com with test AppID: APP-80W284485P519543T. Please note that live credentials for testing purposes will not be approved." .

The  portal is unavailable. so for how long ?

Have you applied for a live APP ID last year or are you currently trying to apply for a live APP ID? Adaptive Payments has been deprecated for new applications and no new live APPs can be submitted as of Dec. 30, 2017.

PayPal for Marketplaces is replacing Adaptive Payments. At this time, this is a limited release product and all inquiries are going through our PayPal Partner Experts via the following link:

I'm trying to apply for a live APP ID that's why
