Adaptive Payment

I have a client that requires something unique:

1.  A vendor will send a invoice to a user

2. The user will pay that invoice

3. The amount is sent to the vendor

4. An admin charge of 6% is sent to my client

 

I've used Adaptive Payments API and it works, however because it's for a mobile app. I'm using WebView, to pull in the PayPals screen for the user to enter his/her payment details, to pay the vendor and give the admin charge to my client. However because the interface for it was built a long time ago, it doesn't look like PayPals interface, is optimised for mobile. So, the view doesn't fit and is very difficult for the user to actually make the payment. 

 

My Question: 

Can I use something else to do the above functionality? or am I missing something obvious?

I looked at PayPals API and it doesn't look like I can create a skin to make the user payment screen easy for them to use and then pass that data to the Adaptive API

note: I also setup the PayOut API, however it requires the sender to have a business account. And the users are very unlikely to have a PayPal user account.
