Unable to confirm a second email address

I have recently added a secondary email address to my account, but am unable to confirm it. I *do* receive an official "You've added an additional email address to your PayPal account" email, but on clicking the link and entering my password I receive the following message:
Sorry — your last action could not be completed
I've also tried entering the 20 digit confirmation number via the "Confirm Email" link on my PayPal home page, but receive the same "Sorry" error message.
I even tried to remove the secondary email address in the hope of re-adding it, but again I receive the "Sorry" message.
I've spoken with four different PayPal representatives, none of whom can solve the mystery. They were unable to confirm or remove the secondary address either. I was "promised" a call from a senior technician on the weekend, but never heard back. I'm currently waiting on an email with "further information", but so far, nothing...
I really need to confirm this email address ASAP so I can start accepting donations/payments. The funny thing is, each of the four "Help" folk all said it should be such an easy fix.
Does anyone have any ideas what the issue could be? Let me know if you need more information.
