My PayPal Security key doesn't seem to be required anymore?

Question on using my PayPal Security Key.
Why is it everytime I login, without using it (choosing the option "I don't have it with me", I get the message: "You'll be required to use your PayPal Security Key for future logins."
Yet if I logout and log right back into PayPal, choosing the option that I don't have my security key, and answering my private questions, I can still log in?

Well if you answer your private questions that's good enough to login really. Since if something happens to your key, then you won't be able to login. So I'd consider it more like "You'll be required to use your PayPal Security Key when you login or you will be required to answer your private question to login"
