I am unable to receive payments to my account

Someone had attempted to send me money but could not VIA my email. They had received the following message.: [[ This recipient accepts PayPal payments only through their website. To complete this payment, please go to their website and follow their instructions, or email the recipient for instructions.]] Why.? What is this.?

Check under your profile, under payment receiving preferences. Ensure that the following box is unchecked. Block payments from users who: 'initiate payments from the pay anyone subtab of the send money tab.'
If this box is checked you won't be able to receive payments if your customers are sending via the send money tab.

I cant find the options in there? also any chance you know how to change the amount of money i can have comming into paypal? as we all know paypal not helping me to much.
