How do I know someone is using a Security Key?

I have a buyer who claims to be using a PayPal Security Key. But how do I know he's telling the truth?
The only thing I can think of is for the buyer to give their password to try and access the account. This shouldn't be possible since a 6 digit code is required. But this is obviously not a good idea.
Anyone have any other suggestions?
