You can generally find this information by checking which country is listed for the "home" address in your profile settings. Most PayPal accounts will only allow a primary home address to be in the country of the PayPal account.
Another method would be to log into the account and check the URL in the address bar at the top of your browser window.
If you have a US PayPal account, the url will look something like this:
https://www.paypal.com/us/cgi-bin/webscr?...
If you have a PayPal account in a different country, the "us" will be something else like "uk" for the UK or "de" for Germany.
