Email about charge and changed settings that I've never touched.

I've gotten an email from paypal service.

You asked us to change the way you pay for eligible items under $4.00 USD.
Now, we'll charge your for eligible small purchases when the total reaches a certain amount - but never more than $25.00 USD. Charges like these usually clear within a few days, but sometimes it can take up to 21 days.
If you'd prefer not to pay this way:
1. Log in to your PayPal account.
2. Click Profile.
3. Click My checkout settings.

I've never touched any settings and its stated that I've "asked" change the way I pay.
I never had this kind of email before from paypal and what does it mean?
I didn't touch a thing on my setting. And does it mean It's gonna charge me fees per transaction?
Explanation is too vague and this is just unacceptable description.
