Confirm an address

I want to confirm one of my addresses, and I have used the help pages that lead me to this page:

I would like to do the 'Request a confirmation code by mail' and it gives these instructions:

To request a confirmation code by mail:

1. Log in to your PayPal account.
2. Click Help at the top of the page.
3. Enter Confirm an address in the Search box.
4. Click How do I confirm an address?
5. Click Alternate Address Confirmation.
6. Select the address you want to confirm or add a new address, then follow the instructions.

However, it keeps leading me back to that page once I get to step 4. Step 5 is nowhere to be found. Anyone have a clue?

I'm having the same problem.  My buyer reputation is 0.  I can verify that I've bought from at least 17 verified sellers.

Can someone from Paypal please help?    Thanks in advance!
