Kiikers- Absolutely, you can hold a PayPal balance without having a bank account. Of course, you could only use the funds for online purchases since there's no bank account to withdraw to ( you could also request a check, I suppose). You also would need some sort of financial information on file to send payments, not sure if that's an issue or not. But yes, you can just have money in your account
