Paypal corrupt system against sellers

I got scammed while i was using this site. Here is the order that the events happened in...

1. I sold online service to this person

2. transaction completed, he sent me $42, and i sent him the online service

3. 12 days after the transaction, he refunded and took the money back, now i end up with negative balance AND i sent him the online service

I can't contact him because he hasn't been replying to me. So how do i get my money back?

I also included the paypal page for refunds. Paypal just refunds anyone who sends money out, and doesnt care for the person that sells the service.

Paypal also refunded money to a Buyer who bought items from me on Ebay. At delivery he refused to accept the parcel.I lost $40 shipping AND when parcel came back to me  I was asked to pay $80 for return shipping cost.

                                                          Loss to seller $120

                                                          LOSS to Buyer  $000

                   Just because Buyer changed his mind...NO PANALTY....to Buyer.
