It is possible that your account is under review by paypal and they are blocking this attempt to transfer money. This can sometimes happen to new accounts so I would simply recommend giving it a week or so before things go back to normal or paypal requests more information about your identity. Alternatively, it could be an issue with your credit card, though I would consider the former to be more likely.
