withdraw 50% cut to PayPal ?

Recently, i did withdraw 10.0$ from my PayPaly USD Balance to my VisaCard 
but i received only 5.0$ , can someone explain Why ?

The card withdrawal fee for accounts in Israel is $5.00 or 22.00 ILS.

where i can found a list of withdraw options & fees and more info for my country .
cuz the link you gave me is : how i can send/receive/withdraw PayPal money .

i want a list of % fees for each method , amount etc .
1 more thing: 2 days ago, i remove my one and only Visa Card from my account PayPal account , now i cant add it to my account nor to another one, why ?
