why payment is on hold in paypal sandbox business account?

hi everyone,

I am testing a paypal payment gateway and the payment is successfully maded. I am using paypal test accounts(buyer,seller).

the payment is minus from the buyer testing account and sent to business testing account.but its appearing payment is on hold. 

I sent $500.00 USD from buyer to seller tesing account: <removed>

let me know whats going wrong?
