why have I been on hold for 65 minutes!

I have been told that to resolve my account and start being able to withdraw funds, I have to speak to a person. But I have been on hold for over an hour! Does anyone have any experience of this and is able to tell me when the call is likely to be answered. We are a small business wanting to use Paypal as our ecommerce payment engine. Thanks
