transfer money to credit card

I got this message today from Paypal."We weren't able to transfer your available balance from your PayPal account to your credit or debit card. We're sorry, but you won't be able to use this card to receive payments and withdraw funds anymore." Does anybody know how to solve this.

To withdraw funds and receive payments you need a visa credit card linked to your paypal account that was issued in your country AND that the billing address of the card matches the address on your paypal account.
