hello can i top up paypal using cash transfer to western union or thomas cook money exchange if any other financial people in india get me idea

PayPal accounts in India are not able to add funds/top up their account balance because regulations prohibit PayPal accounts from maintaining an account balance for an extended period of time.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
