teachers pay teachers

I have been selling digital downloads through Teachers pay Teachers.  The TPT site shows I have a positive balance.  I have set up my account to disburse my funds into my PayPal account.  But they are not available.  None have ever showed up.  The TPT says it is something with Paypal.  Maybe I need to set up my account differently?  Or? HELP!
