security challenge loop, can't add money to paypal balance

I'm unable to add money to my Paypal balance because whenever I try and select deposit, it just leads to a blank screen which keeps refreshing forever, with the occasional security challenge in between. Really frustrating. I've tried 3 different browsers and the app, and I called customer service already (took forever) and they couldn't offer a solution. Is anyone else experiencing this?

Have you set up a paypal cash account to hold a balance as per link?
