refund not reflecting on my paypal accout or debit card

hi! i have been refunded and It has not reflected on my bank statement or my paypal balance. what could be the problem

If you funded the original Paypal payment to the seller with a card then it won't go back to your paypal balance.

Once marked as completed it will automatically go back to your card. Paypal say allow 30 days but I have never waited longer than a week for mine, however that depends a lot on what country you are in.

Yes, I am not in the US at the moment. So how do I speed up my refund? Emailing PayPal isn't helping because they are not replying at all.

You can't speed it up, you wait for the refund to complete.
