"We can't complete this right now" error when trying to link a credit card

So recently my old credit card expired so I wanted to add the new one to my PayPal account. I removed the old one but when trying to add the new one I get the "We can't complete this right now" error. I tried adding the card to my Google Play account and it worked normally so the problem is probably related to PayPal. Both old and new cards are Visa. Other than the question of how to fix this, I got 2 more questions:

1) Why are error messages so unclear? It's stupid we have to search for similar problems online and try every single posted solution just because the error message doesn't say anything that can help you pinpoint the exact problem.

2) Are there any charges when contacting the customer support if I'm calling from Croatia?
