"Technical glitch" leaves me without money

Two months ago a technical glitch - so defined by multiple support staff at PayPal - led to my losing money from my account. I contacted them multiple times, was told to wait a maximum of two months for the glitch to be investigated. Recently I got a reply in the message center saying I should start the process again. Is there a global complaints/support accountability address I can write to? Not only do I want my funds returned but I'd like to have the people who've been stringing me along for two months to be punished. If there isn't, I'm willing to use my forum resources to go on the offensive, not to mention to stop using my two national verified PayPal accounts. I have screenshots of the message center conversations and recorded calls to prove their incredible attitude. If you really can help, do. Don't just tell me I should contact support, as the local support are of no use.
