"Sorry - your last action could not be completed" - Issue

Whenever I try to link a bank account to Paypal and get sent to the webpage to enter the two amounts needed to confirm it. I am met with this message:
I've tried everything the message has suggested and it simply does not work

I'm sorry to hear that you're unable to confirm your bank account due to an error. Please clear your browser's cookies and cache and restart it, then try the action again. If the problem persists, please contact customer service for some troubleshooting.
